I tried booting into Cinnamon (Software Rendering) as my windows management system on sign-in.

I just tried something new to see if this would help narrow down the problem. I know it is a repeat of the same symptoms, but maybe someone can regain control of their app windows by using my described method to move the window to the primary monitor. However, as long as the app window is maximized on the second monitor, I can use it without issue. I can regain access to the window by right-clicking on the app in the window list on the taskbar and then opt to move the app to the primary monitor. This appears to only happen to unmaximized windows placed on the second monitor. Sometimes they only disappear when I move the mouse cursor to the second monitor to interact with the window and then the window disappears or displays only the outline of the window when the cursor moves over the window.

Unmaximized windows that are moved to the second monitor are unstable. I don't remember having this issue before version 18. I am running Linux Mint 19.3 Cinnamon and I am having the same or similar issue.
